Edward Johnson has extensive government experience at the senior level with a unique blend of urban and rural development. He served as Planning and Building Director for Mariposa County, CA which includes Yosemite National Park. He was responsible as the planning director, chief building official, executive director of the local transportation commission, air pollution control officer and executive director of the Local Agency Formation Commission (LAFCO). His considerable management skills were used in the reorganization of his department, coordination with the Yosemite Area Regional Transportation Authority, specific plan preparation, agricultural preserves and a comprehensive industrial development strategy. He participated in a comprehensive regional transportation system that included circulation issues (rail, bus and traveler information systems) as well as housing and economic impacts.
Edward Johnson served in a similar capacity as Community Development Director for the City of Big Bear Lake, CA. Acting as the city manager in his absence, he supervised land use planning, transportation planning, economic development, redevelopment, code enforcement, business licenses and inspections. Big Bear Lake is a four-season Southern California alpine resort community serving 6 million visitors annually. Projects included the preparation of a growth management ordinance, housing element, air quality element (national APA award winner), redevelopment plan amendment, annexation, multi-species habitat conservation plan, housing density bonus ordinance, Village streetscape urban design and recreational corridor specific plan ordinance. He initiated and implemented a fixed-route trolley bus system and coordinated over $1 million in grants awarded. He prepared a city-wide zone code and coordinated tourism related functions such as economic base studies, marketing studies, filming and Chamber of Commerce liaison. He founded the Bear Valley Human Services Foundation, a consortium of social service providers.
Edward Johnson served as a senior planner with the City of Los Angeles, CA engaged in community and city-wide planning, land use/transportation planning and specific plan preparation. Projects included preparation of local coastal program, various ordinances and plans for urban, rural, coastal and mountain communities; developing affordable housing plans, historic preservation ordinances; route and technology selection for various rail projects; urban design and economic development plans around transit stops; transportation specific plans to control trip generation; and specific plans to maintain village ambiance. He staffed numerous citizens advisory committees and two design review boards.
Edward Johnson received an MA in Urban and Regional Planning from the University of Southern California and a BS in Engineering from Rutger, State University of New Jersey. He is professionally affiliated with the American Institute of Certified Planners and the American Planning Association.
